These Terms and Conditions govern access to and use of the Digital Standards Platform (DSP) at https://nnsdp.son.gov.ng/, including standards access, subscriptions, certificates, marketplace functions, training information, support and related services. By creating an account, selecting "I agree", submitting an order or using a paid or restricted service, you agree to these Terms. If you use the DSP for an organization, you confirm that you have authority to bind that organization.
If you do not agree, do not create an account, make a payment or use a restricted service. The Privacy Policy and Refund Policy form part of these Terms. Mandatory rights under Nigerian law continue to apply even where these Terms state otherwise.
The Digital Standards Platform is a platform of the Standards Organisation of Nigeria (SON), operated by Goringo Digital Technology Infrastructure Limited (GDTIL) under a public-private partnership arrangement with SON, with a collaborative structure with the Bureau of Public Procurement, spearheading the "Nigeria First Policy". SON's statutory mandate under the Standards Organisation of Nigeria Act 2015 includes establishing, approving, promoting and administering standards and related quality-assurance functions. GDTIL and the providers it engages build, operate, maintain and support the Platform under that arrangement.
The Bureau of Public Procurement (BPP) participates in the Project, and compliance information from the Platform supports standards-based public procurement.
The Platform is a digital access and service channel. It does not replace the statutory powers of SON or BPP, procurement legislation, professional obligations, regulatory approvals, or a procuring entity's own due diligence.
You must provide accurate, current and complete information and keep it updated. You must be legally capable of entering a contract or using the DSP with the required authority and consent of a parent, guardian or organization. Certain registration categories may be limited to procuring entities, public institutions, contractors, consultants, professionals, manufacturers, suppliers, laboratories or other eligible users. The DSP may request reasonable evidence of identity, organization, role or eligibility before approving an Account or service.
You must not register for another person without authority, impersonate a person or organization, evade an approval requirement, or use a false email, payment identity or certificate detail. If information becomes inaccurate, update it promptly or contact support.
You are responsible for keeping your login credentials confidential and for activity carried out through your Account, except to the extent caused by our failure to apply reasonable security measures. Do not share, sell, transfer, or publish credentials. Organizational administrators may assign access only to authorized personnel and must remove access when a person changes role or leaves the organization.
You must notify support promptly if you suspect unauthorized access, credential compromise, payment misuse, identity theft or an inaccurate certificate. We may require a password reset, additional verification, or temporary suspension to protect the Account, the DSP, or other users. The "keep me logged in" feature should be used only on a device that you control.
The DSP may provide access to Nigerian, ECOWAS, ARSO, ISO, IEC and other international standards, together with related services such as a Nigerian Industrial Standards Attestation Certificate, certified-products marketplace access, training information and standards requests. Not every user or Plan receives every Service. The plan page, order summary, certificate notice or service-specific terms will state the applicable scope, access period, eligibility, permitted users, price and material restrictions.
A standard or technical publication is not a substitute for professional advice, legal advice, engineering judgment, procurement approval, conformity assessment, inspection, testing or a regulator's decision. You are responsible for assessing which edition, amendment, adoption, translation or related requirement applies to your project and for verifying current official information.
A Plan grants the access rights shown at checkout for the stated period and user category. Unless the service page expressly states otherwise, access is personal to the Account or limited to the organization and authorized users identified at purchase. A Plan does not grant ownership of Authorized Content.
Download, print, copy, simultaneous-user, internal-sharing and archival rights are limited to those stated in the applicable Plan or license. If a Plan permits a download, you must retain any copyright, watermark, attribution, security or rights notice and must not make the file available outside the permitted users or purpose. When a Plan expires or is terminated, you must stop accessing the restricted Service and comply with any reasonable deletion or return instruction, except for copies that you are required by law to retain.
The DSP will be updated, corrected, replaced, withdrawn or restricted a standard or publication where the rightsholder, regulator, safety requirement, error correction, security risk or legal obligation requires it. Where a material change substantially reduces paid access during an active period, SON/Goringo Digital Technology Infrastructure Limited will consider a reasonable replacement, extension, credit or refund in accordance with the Refund Policy and applicable law.
Authorised Content and the Platform, including standards, publications, databases, compilations, text, graphics, logos, marks, certificates, software and interfaces, are protected by copyright, trademark, database, confidentiality and other rights. Those rights belong to SON, the Operator, a standards body, a government institution or another rightsholder, as the case may be. Nothing you buy transfers ownership, and no licence is implied.
Subject to payment, eligibility and these Terms, you are granted a limited, non-exclusive, non-transferable, non-sublicensable and revocable licence to access and use Authorised Content for the purpose stated on the checkout page. Your licence runs for the period you have paid for and is not affected by a change on the Platform.
You may reproduce a Certificate issued to you, in full and unaltered, to demonstrate your own compliance status.
Except as your licence or the law allows, you must not:
Where the Platform links to a third-party standard or service, that rightsholder's licence applies to it and may give you more or fewer rights than these Terms.
If you believe content on the Platform infringes your rights, write to the address in section 20 with the work, where it appears, the basis of your rights, your contact details, and a statement that the complaint is made in good faith. We will review it, may seek clarification, and may restrict or remove the material. If your material is removed, you may respond, and we will tell you the outcome.
If you submit a product listing, image, description, document, review, support message or other content, you remain responsible for it and must hold the rights and authority needed to submit it.
You grant SON, BPP and the Operator a worldwide, non-exclusive, royalty-free, sub-licensable license to host, reproduce, format, adapt for display, display, moderate, transmit and otherwise use that content in connection with operating, securing, improving and promoting the Platform, your listing and the certified-products programmed. You confirm that you hold the rights and authority to grant it. The license ends when the content is deleted, except for copies retained for legal, audit, security or dispute purposes, material already lawfully incorporated into a transaction or a public record, and material already published before deletion. Where listing is automated, consent is deemed already granted.
You must not submit confidential information, personal data about another person without a lawful basis, malware, deceptive claims, unlawful material, infringing content, or anything that could compromise a public institution or a procurement process.
Marketplace listings are open only to sellers holding current certification for the products listed. A seller is responsible for the accuracy, safety, legality, quality, delivery, warranty, tax, and customer service of its listed products or services, and for continuing to meet its certification and regulatory obligations. A listing may be suspended or removed if certification lapses, is withdrawn, or was obtained on inaccurate or incomplete information.
We may moderate, edit, restrict or remove content, but we are not obliged to monitor content and do not review every submission. Where we remove your content, we will tell you why and you may respond. Moderation does not make SON, BPP or the Operator the seller, manufacturer, importer, supplier or guarantor of a listed product.
Where the DSP provides a Nigerian Industrial Standards Attestation Certificate or related status, the certificate is issued only under the eligibility, evidence, review and approval process stated for that service. A certificate is not a general guarantee of product safety, quality, conformity, procurement eligibility or continuing compliance, and it does not replace a statutory certificate, license, inspection, test, approval or contract condition unless the responsible authority expressly recognizes it for that purpose.
You must not alter, copy, transfer, sell or misrepresent a certificate, status, number, mark or validity period. SON/GDTIL may correct, suspend, withdraw or invalidate a certificate where it was issued in error, expires, is based on materially false or incomplete information, or is affected by a legal, safety, regulatory or integrity concern. The service-specific notice and Refund Policy explain when an application fee or certificate-service charge may be refunded or corrected.
Prices, currency, taxes, applicable fees, service period, renewal terms and material restrictions will be displayed before payment. You authorize the selected payment provider to process the transaction for the amount confirmed at checkout. Payment credentials should be handled by the payment provider unless the platform expressly states otherwise. You must not submit a payment instrument that you are not authorized to use.
A transaction is not complete until the payment result is confirmed and the relevant Service is activated or an order is accepted. If a payment is duplicated, fails, is unauthorized or is completed without activation, contact support promptly. The Refund Policy governs available refunds, extensions, credits, corrections and statutory remedies.
Where a recurring subscription is introduced, the checkout page will state the renewal interval, amount or pricing basis, cancellation method and how renewal reminders will be provided. Cancelling a renewal ordinarily stops future charges and does not automatically reverse a completed service period.
You must use the DSP lawfully, honestly and in a manner that does not harm the platform, another person, a public institution, a standards owner or a procurement process. You must not bypass access controls, interfere with availability, introduce malicious code, test or exploit vulnerabilities without authorization, use automated tools that impose an unreasonable load, harvest personal data, manipulate reviews or certificates, make false compliance claims, use the DSP to facilitate corruption or fraud, or breach a sanction, export control, procurement, copyright, privacy or other applicable law.
You must not use standards or DSP information to create a competing unauthorized repository or service that reproduces substantial protected content. Lawful quotation, research, accessibility, education, or other statutory exception remains subject to the applicable law and should not be assumed to permit wholesale reproduction.
The Privacy Policy explains how Goringo Digital Technology Infrastructure Limited processes personal data, including account, authentication, payment, support, technical, certificate and marketplace information. By using the DSP, you acknowledge that service-related communications may be sent to the contact details associated with the Account. Optional marketing communications will include an opt-out or other lawful preference mechanism.
You must provide any personal data about another person only where you have a lawful basis and authority. If you use the DSP for an organization, you are responsible for giving relevant personnel an appropriate privacy notice and ensuring that your use of the platform is consistent with applicable data-protection obligations.
We aim to provide a reliable service but do not promise that the DSP or every standard, feature, download or support channel will be available at all times, error-free, uninterrupted or compatible with every device. Availability may be affected by maintenance, security incidents, network failures, payment providers, third-party services, force majeure, regulatory action or changes to a standard.
We may add, remove or modify features, Plans or service requirements. A change will not reduce a paid user's material access without a reasonable remedy where the reduction is within the Service provider's control, and the law or Refund Policy requires one. If continued use after notice constitutes acceptance of a material change, the notice will say so and provide a reasonable opportunity to stop using the affected Service.
The DSP may link to SON, BPP, standards bodies, payment providers, WhatsApp, training providers, sellers and other third-party sites or services. A link is provided for convenience and does not necessarily mean that the DSP adopts every statement, product or practice on the linked service. Third-party terms and privacy notices may apply. The DSP is not responsible for a third party's service except to the extent required by law or the relevant contract between you and the DSP.
To the fullest extent permitted by law, the DSP and Authorized Content are provided for the stated purpose and on an "as available" basis. We do not warrant that a standard, search result, certificate, product listing, training material or other information is complete, current, suitable for every project, free from error or a substitute for professional or regulatory judgment.
Nothing in these Terms excludes, restricts or modifies a consumer guarantee, data-protection right, intellectual-property right, statutory duty, refund right, liability for fraud or other protection that cannot lawfully be excluded. Any disclaimer, limitation, suspension, cancellation or refund restriction must be interpreted subject to applicable Nigerian law and the specific service description.
We are not liable for indirect or consequential loss, loss of profit, loss of opportunity or loss of goodwill. We are not liable for loss or corruption of data except to the extent caused by our breach, and any amount payable may be reduced to the extent the loss could reasonably have been avoided by appropriate backup and security measures.
For a paid Service, our total liability for all claims relating to that Service will not exceed the amount you paid for it in the twelve months before the event giving rise to the claim, unless a different limit is required by law or is stated in the service-specific terms. This limit does not apply to liability under data-protection law.
These limits do not remove any remedy that cannot lawfully be excluded, and do not excuse us from providing a reasonable correction, replacement, extension or refund for a Service that was not supplied as promised.
We are not liable for products or services supplied by a Marketplace Seller, a third-party training provider or another Third-Party Service.
To the extent permitted by law, you will compensate SON and the Operator for reasonable losses, claims, costs and expenses arising directly from your unlawful use of the Platform, your material breach of these Terms, your infringement of a third party's rights, your unauthorised submission of personal data or content, or your marketplace product or service.
You are not required to compensate us for losses caused by our own negligence, fraud, wilful misconduct or breach of law, and we will take reasonable steps to mitigate any claim.
If we rely on this section, we will notify you promptly of the claim, will not admit liability or settle without your consent (which you must not unreasonably withhold), and will allow you to take part in the defence at your own cost.
You may stop using the DSP and request account closure through the available account or support process. We may suspend or terminate an Account or Service where reasonably necessary to protect security, comply with law or a rightsholder request, address non-payment, investigate fraud or misuse, enforce a license, protect another user, or respond to a material breach. Where practical, we will give notice and an opportunity to remedy the issue, unless immediate action is necessary.
Termination does not remove rights or obligations that by their nature should continue, including payment obligations accrued before termination, intellectual-property restrictions, confidentiality, privacy, dispute, liability, indemnity and recordkeeping provisions. A refund or service credit after suspension or termination will be assessed under the Refund Policy and applicable law.

The support page states that the desk typically responds within 24 hours.
If the issue is not resolved, request escalation to SON through the official address stated in the final publication version. Nothing in this process prevents a consumer from contacting the FCCPC, a payment provider, the NDPC for a data-protection complaint, a copyright authority or another competent body, or from using a court or other remedy available under Nigerian law.
These Terms are governed by the laws of the Federal Republic of Nigeria. Subject to mandatory statutory jurisdiction, consumer rights and any applicable public-law requirement, disputes should first be addressed through the internal escalation process and may then be brought before a court or tribunal of competent jurisdiction in Nigeria. The parties may agree a lawful alternative dispute-resolution process for a particular transaction.

We may update these Terms to reflect changes to the DSP, Services, law, security requirements or institutional arrangements. The new version will be posted with a revised date. Material changes will be communicated through the platform or Account notices where appropriate. The version accepted at the time of an order will normally govern that order, unless a later change is required by law, prevents misuse or is more favorable to the user.
If a provision is unlawful or unenforceable, it will be limited or severed only to the extent necessary, and the remaining provisions will continue. Failure to enforce a provision is not a waiver. You may not transfer an Account or these Terms without our written approval, except that an organization may transfer its authorized internal use as part of a lawful restructuring where access remains controlled. GDTIL may transfer or reorganize operation of the DSP while preserving applicable user rights and privacy safeguards.
These Terms, the Privacy Policy, the Refund Policy and any service-specific license or checkout terms constitute the agreement for the relevant Service. If they conflict, the service-specific terms control only for that Service, and the document that provides the stronger statutory protection will apply to the extent required by law.
